[Letters to The Editor] Doctors Strike
편집장에게...의사 파업에 대하여

As an American currently residing in Korea, I am writing to express my deep
disappointment at the unbiased and untransparent manner in which this
publication has covered the recent doctor s strike.

난 현재 한국에 사는 미국인이다. 나는 한국 의사 파업에 대하여 한국 신문들이 몽땅
이렇게 비뚤어지고 왜곡된 엉터리 기사를 낸 것에 대해 이나라 언론에 대단히 깊이 실
망해서 이 글을 쓴다.

It is apparent that this publication has not attempted to represent this story
in a manner that takes the point of view of all sides in this terrible
situation. Instead, all of articles blame the doctors for their ``collective
greed and egoism as the only cause of this strike.

이나라 언론은 의사들이 파업한 진짜 원인(상황)을 다각적으로 보려고 전혀 노력하지
않는게 명백하다.
대신에 파업의 원인을 단지 의사들의 집단 이기주의 행동 하나 때문으로 몰아간다.

Besides being a direct quote from the president, this type of reporting only
antagonizes an already delicate issue. Doctors already feel quite alienated
from the rest of society, and by further casting them as the scapegoats, the
real issue behind this strike is kept opaque.

한국 언론은 오로지 대통령의 말을 인용한 기사 외에도 이따위 형편없는 기사들은 기
존의 숨어 있는 의료 문제들을 덮어버렸다. 의사들은 이미 사회로부터 소외되고 또한
의사들을 정부의 희생양으로 만들어졌으며, 진짜 숨어 있는 의료 문제는 여전히 어둡
게 남아 있다

I have talked to many doctors about the strike, and it is quite clear to me
that the current crisis is more than just a reflection of their greed and
collective egoism but is indeed an indictment of the entire health care system
in Korea. Anyone who has taken a deeper look at the subject will soon realize
that the health care system in Korea is deeply flawed, mainly because of
government and bureaucratic mismanagement.

내가 이번 파업에 대하여 많은 의사들과 이야기를 나누어봤는데 이건 의사들의 집단
이기주의가 아니라 사실로 한국의 의료 체계 문제다. 누구나 한국 의료 체계를 조금
만 들여다보면 이나라 의료 체계는 정부와 관료에 의해 이미 개작살 나있는 것을 알
수 있다

Doctors are not to be blamed for this situation, and they need to be included
in the process of fixing the system.

의사들은 이 파업사태에 책임이 없는게 마땅하며 이 의약분업 체계를 정착하는데 있어
서 의사들이 참여되어야 한다.

Furthermore, the strike and the government s response to doctor s demands
before and after the strike has thrown into high relief some of the main
diseases existent in the political system in Korea.

나아가 파업 전에 의사 요구에 대한 정부 대응과 파업후 정부의 대응을 보면 한국의
정치 체계에 존재하던 나쁜 병폐를 [의사들이 파업으로] 해결하고 있다.


This terrible situation has been brought about because of weaknesses in the
political system that do not allow for a socially beneficial resolution between
conflicting parties.

이런 최악의 파업 상황은 충돌하는 집단간의 사회 공익적 평화적 해결을 허용하지 않
는 취약한 정치 체계에서 비롯되었다.

Instead of peaceful conflict resolution between parties, the situation has
degenerated into a brute power game with people s lives left in the lurch.

집단간의 평화로운 갈등 해결 대신에 환자들의 생명을 방임하는 집단간의 파워 게임으
로 상황이 변질되었다.

It is not just the doctors that are holding patients lives hostage, it is the
entire political system that is doing so.

환자의 생명을 인질로 잡은 상황은 결코 의사가 아니라 전적으로 정치 체제의 책임이
다.

True blame must be laid at the feet of those individuals who have allowed this
conflict to fester, who have not attempted to reconcile the doctor s
longstanding anger at the system, and who have resorted to using top-down
tactics of power politics to change the system
and enforce their views.

진짜 비난은 이런 갈등이 곪아터지게 가만 놔둔 관료들, 잘못된 의료 체계에 대한 의
사들의 수십년간 지녀온 분노를 철저히 외면한 관료들, 그리고 정부의 관점으로, 행정
부의 어거지 힘으로 의료 체계를 바꾸어보려는 놈들
때문이다.

I am in no way excusing the doctor s aggressive action and I do not support
this type of display of power politics.

의사들의 공격적 행동에 잘했다고 할수 없지만, 행정부의 이따위 공권력에 의한 폭력
시위(잡아간다, 군대보낸다, 사법처리 한다 등등)를 지지할 수는 없다.

I, along with everyone in Korea, wish this situation would be resolved
immediately.

나는, 한국의 모든 사람처럼, 이 사태가 즉시 해결되기를 바란다.

This publication, though, has a responsibility to print the truth, and that
means presenting differing points of view on subjects such as this.

이나라 언론, 진실을 밝혀야할 책임이 있으며, 다시 말해, 이와 같은 주제에 다른 관
점을 표현할 수 있어야 하는 게 언론이다.

If Korea is truly serious about the concepts of transparency and open
democracy, then a fully independent and neutral free press is at the core of
this process.

한국이 정말 투명하고 개방된 민주사회로 가자면 완전히 독립적이고 중립적인 언론이
있어야만 한다.

I urge reporters to practice more professionalism and independent thinking in
their work.

나는 이나라 기자들에게 좀더 직업윤리적이고 좀더 독립적으로 그들의 일을 할 것을
촉구한다.
